경찰 집안싸움, 강신명 청장(경찰대 2기) VS 황운하 교수부장(경찰대 1기)
경찰 “복무규율 위반 여부 징계검토”... 姜청장 임기만료 앞 기 싸움 양상
“수사권독립 냉냉하다”며 “푸들”에 비유한 글 SNS에 올려

[서울, 옴부즈맨뉴스] 서승만 기자 = 경찰청이 최근 사회관계망서비스(SNS)에서 강신명(경찰대 2기) 경찰청장을 공개 비판한 황운하(경찰대 1기ㆍ경무관) 경찰대 교수부장의 징계를 검토하고 있는 것으로 알려졌다.
황 경무관의 행위가 복무규율에 위반되는지 따져보겠다는 것인데 강 청장의 임기 만료를 앞두고 경찰 조직 내 기싸움 양상으로 번지는 분위기다.
강 청장은 4일 기자간담회에서 “경찰관의 SNS 이용에 관한 내부 매뉴얼과 규칙이 있어 (황 경무관의 글이) 내용면에서 복무규율을 위반했는지, 절차적으로 적절했는지 살펴보고 있다”고 밝혔다.
그는 이어 “누구든 여러 이야기를 할 수 있으나 조직이 허용하는 규율을 저해했는지 검토하는 과정은 필요하다”면서도 “공식 감찰은 아니다”라고 선을 그었다.
황 경무관은 지난달 25일 자신의 페이스북에 외부 평가 등을 빌려 강 청장을 ‘푸들’에 비유하는 등 사실상 ‘항명’에 가까운 비판으로 경찰 내부에 파장을 불렀다. 강 청장은 관련 보고를 받은 뒤 상당히 격앙됐다는 후문이다.
황 경무관이 수장에 공개적으로 반기를 든 것은 강 청장의 임기 종료(8월)가 다가오는데도 그가 ‘수사권 독립’ 등 경찰 숙원 사업에서 눈치보기로 일관했다는 인식이 깔렸기 때문으로 보인다.
강 청장의 경찰대 선배인 황 경무관은 그간 검ㆍ경 수사권 조정 문제가 불거질 때마다 수사권 독립을 주장한 대표적 강경파로 꼽혀 왔다. 경찰 고위 관계자는 “경찰대 출신 첫 수장으로서 ‘힘 있는 경찰상’을 기대했던 일선의 기대를 져버렸다는 여론을 대변한 것”이라고 말했다.
최근 관가를 중심으로 강 청장의 퇴임 후 자리를 놓고 여러 설이 나도는 것도 항명 배경과 무관치 않다는 분석이다. 실제 황 경무관은 페이스북에서 “(강 청장이) 지나치게 정권 눈치를 봤다는 평가는 그가 조직과제 해결보다 자리보전 또는 퇴임 후 또 다른 자리 욕심에 매몰되어 있었던 것”이라고 직격탄을 날렸다.
하지만 경찰 일각에서는 비록 대학 선배라 하더라도 현직인 황 경무관이 조직의 장을 공개 비판한 것은 상명하복이 생명인 경찰 조직의 특성을 무시한 처사란 비판도 제기되고 있다.
이에 대해 황 경무관은 본보와의 통화에서 “SNS 글은 기존 언론보도에 개인적 의견을 덧붙인 것”이라며 “조직기강을 위해 상명하복도 필요하지만 이 정도 표현의 자유도 용납되지 않는다면 ‘죽은 경찰’이나 다름없다”고 반박했다.
